is there a plug to drain the water out? the large is 17 pounds without water in it, how do you drain the water out?

I have the 23x30"double wall beverage server. I have kept it in the garage and now want to keep it on my my outdoor grill counter. it gets really dirty. do you sell a plastic top that I could cover it with? thanks Ellen
